Belarus’ housing policy lacks resources to put it in action

In Belarus, housing loans fell by 36.1% in January-February 2014. Limited budgetary resources and negative economic results have prompted the government to curtail preferential lending in housing sector. Giving state support to housing construction has long been one of President Lukashenko’s priorities, as a way of ensuring popular support for the Belarusian socio-economic model. However, in the coming years, the government will continue to reduce state support for housing construction due to a lack of resources. More pertinently, it will continue to cut social benefits to the population.

The Belarusian authorities regard the Catholic conference as yet another international event to promote Minsk as a global negotiating platform. The Belarusian authorities are aware that their initiative is unlikely to find supporters among the leadership of the Russian Orthodox Church in Moscow. In Russia, isolationist sentiments prevail.

In addition, for domestic audiences, the authorities make up for the lack of tangible economic growth with demonstrations of growth in Minsk’s authority at international level through providing a platform for religious, sportive and other dialogues.
