Deputy Prime Minister of Belarus, Anatoly Kalinin has made an unintelligible commentary for the ONT TV channel during the TIBO-2016 (International Forum on Telecommunications, Information and Banking Technologies) exhibition. The ridiculous interview of the high-ranking Belarusian official sparked a wave of sarcastic comments among Internet users in Belarus. Vice-Premier Kalinin has exposed his incompetence (in fact, like many other officials) in the field he is in charge of in the Government – development of information and communication technologies. Most likely, Belarus’ top leadership avoids interfering with the IT sector due to the lack of knowledge of how it works and the absence of officials with appropriate training. It is becoming obvious that Belarusian public managers fail to meet modern requirements for public administrators. And the gap between the state and the technically advanced part of the Belarusian society is widening.
