The situation has not changed
Белорусское правительство не нашло компромисса с МТС по поводу цены за пакет в 51%. Беларусь хочет 1 млрд. долл., в то время как МТС готов выкупить пакет за “разумную” цену и возможность перечисления денег по частям в течение нескольких лет.
В результате, Комитет госимущества заявил, что страна выставит свой пакет акций на международные торги. В свою очередь, МТС сказал, что в таком случае, и он, одновременно с белорусским правительством, выставит на продажу свой пакет акций.
Белорусские власти выступили с инициативой продажи российскому ОАО “Газпром” дополнительного пакета акций ОАО “Белтрансгаз”, который уже и так на 50% принадлежит российскому монополисту. Пока неясно, какую именно долю предприятия белорусские власти готовы продать и по какой цене.
Комментарий
Инициатором сделок в обоих случаях является белорусская сторона, что вкупе с очевидной заинтересованностью в срочном поступлении денег от приватизации для пополнения золотовалютных запасов, ослабляет переговорные позиции страны. Кроме того, провал попыток договориться говорит о том, что, несмотря на желание и необходимость интенсифицировать приватизацию, власти не готовы к пересмотру своих переговорных позиций и условий. В тоже время, выставлять на аукцион акции, в приобретении которых есть конкретный заинтересованный инвестор, не совсем эффективно в точки зрения максимизации прибыли.
Прогноз: переговоры будут продолжены, а сделки скорое всего заключены осенью, по мере ухудшения ситуации в стране.
