The unified agenda of Civil Society is unravelling as the prospects for dialogue decrease

The protracted political crisis is progressively widening the rift in Belarusian society, causing the prospects for dialogue between supporters of change and Lukashenka loyalists to continue to diminish. A significant number of activists and political emigrants are concluding that dialogue with the Lukashenka regime is a lost cause and more decisive measures are required to address the oppressive actions of security forces.

The “map of denunciations” posted online by “Cyber-partisans” has evoked a significant public response and driven a further wedge between loyalists and protestors.

The aftermath of the shootout following a KGB raid that resulted in two deaths has split opposition supporters. Some political emigrants and commentators inside Belarus agreed with Andrei Zeltser protecting his home against agents of the state with firearms.

The extra-legal actions of the security forces, sanctioned at the highest level since August 2020, progressively erode the contract implicit between the state and citizens. The remaining activists in the country are beginning to take measures to ensure the safety of themselves and their families.

Some activists are aligned with groups calling for a more decisive confrontation with a state, which deprives them of political and civil rights, and in some cases the right to life itself. This is a product of frustration with the failure of all other means to influence state policy at any level. Security forces aim to persecute all supporters of change for any activity and regardless of compliance with the law.

Civil society organizations, political organizations and initiatives are transferring activities abroad or online but continue educational activities and support programs for activists.

The migration crisis keeps the EU’s attention on Belarus and provides a totem that enables political exiles to promote the agenda of civil society in Western capitals.

The leader of democratic Belarus, Sviatlana Tsikhanouskaya visits Albania and is rumoured to be a leading contender for the Nobel Peace Prize. One of the leaders of the protest, Maria Kolesnikova, was awarded the Vaclav Havel Human Rights Prize.

The expert community has launched the “Bank of Ideas” platform to promote reform projects in the hope of uniting supporters of change around a positive agenda.

The position of more radical critics of the Lukashenka regime will continue to gain popularity among supporters of change as dialogue continues to fail and repression continues to intensify.
